In Haitian Folklore there is the tale of Tonton Macoute a type of boogeyman who hunts down bad children and stuffs them into his sack. Its a standard story to scare children into behaving and one Jean-Claude is tired of hearing it, he's more concerned about friends and dating then being a good kid. And that's just fine for Tonton Macoute, bad kids that stop believing in him are his favorite.
